South Africa: The Spatial Planning and Land Use Management Bill (B14B-2012) was endorsed by the National Council of Provinces (NCOP), paving the way for municipalities to become the primary regulators of land use, according to a report published in Legal Brief. Once in force, the Bill is expected to transform South Africa”s spatial planning and land use management systems so that they promote social and economic inclusion, provide for the sustainable and efficient use of land and redress spatial inequity. According to State President Jacob Zuma, the Bill is one of two pieces of legislation expected to assist the process of reversing the legacies of the Natives Land Act, the other being Restitution of Land Rights Amendment Bill.
Rural Development and Land Reform Minister Gugile Nkwinti referred to the Bill as a ”whole-government piece of legislation” that provides for provincial and national government to ”perform key support and monitoring functions to ensure that municipalities discharge their mandate”.
