Philippines: The Department of Education- Cordillera Administrative Region (DepEd-CAR) will conduct massive regional literacy mapping (RLM) to survey all indigenous peoples (IP) and non-IP learners, out-of-school youths (OSYs) and adults in all the Barangays of the region. In regional Memorandum No. 76 issued by DepEd-CAR Regional Director Ellen B. Donato, it stated that the RLM is a locally initiated project that aims to support the attainment of the universalisation of the basic education and the objectives of the education for all (EFA) and will involve the participation of all Barangay officials to assist in the conduct of the mapping.
Other objectives of the activity are: to establish census of all in school learners, OSYs and adults including senior citizen groups, IPs, street children and persons with disabilities to guarantee their enrollment in the formal education or in the Alternative Learning System; to determine appropriate/relevant DepEd programs and projects or alternative delivery modes for the different group of learners and to establish regional repository of data and information needed for policy formulation and preparation of the Regional Educational Development Plan (REDP).
