The Bhubaneswar Smart City Limited (BSCL) has begun its survey of 26 locations to obtain field-level data for the proposed GIS-based master plan for Odisha’s capital city.
The Master/Development Plan is a sub-scheme under the Union government’s Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The mission aims to bring about more efficient town planning using satellite data, reported OrissaPost.
Working under the Bhubaneswar Development Authority (BDA), BSCL has invited tenders for carrying out a total station survey for the 26 selected locations.
A BSCL official said, “We have proposed a request for proposal (RFP) for selection of reputed agencies to undertake total station survey of the selected sites, data collection and demarcation of roads and final plots pertaining to land records along with authentication of the same. The total area covered under this is about 107.4 acres. The information collected from the survey will be reflected in the GIS platform.”
The proposed area for the survey is divided into four categories, namely, waterfront promenade, restoring blue ways (water trail), parks, and open areas and playgrounds.
BDA City Centre at NICCO Park has been selected for the waterfront promenade, while the water trail is slated to be developed on the land near Naveen Niwas. Eight other locations have also been shortlisted for the development of parks, whereas 16 other locations are being considered for playgrounds.
The survey is being conducted under the City Investments to Innovate, Integrate, and Sustain (CITIIS) program, which works on improving sustainable mobility, increasing the amount of public open spaces available, and more.
The base maps of the city will be created using GIS technology and extremely high-resolution satellite (VHRS) images. As such, the RFP states that mapping will have to be carried out at a scale of 1:500 and 1:1000.
Projects for about 500 cities under the AMRUT scheme are being funded by the Centre, via an outlay of Rs 515 crore. Out of these 500 cities, nine development authorities of Cuttack, Bhubaneswar, Puri, Berhampur, Sambalpur, Rourkela, Paradip, Talcher, and Kalinga Nagar have been selected from the state, to be developed under the State Urban Development Agency.
