The theme is carefully woven from the fact that any technology or a service which comes to a nation ecosystem –its acceptability becomes seamless only if it is oriented towards the ease of citizens or customers . A citizen is at the heart of nation. Citizens today expect more transparent, accessible, and responsive services from the public sector. And those expectations are rising. Government has made efforts to improve service delivery through online portals or "one-stop shops".

Today, the nation has grown to over 300 million "mobile" citizens – with location intelligence how delivery services improved the lives and how policy can bring together the needs of the people they serve.
